Editorial Policies


Focus and Scope

Journal of East Central European Studies / Zeitschrift für Ostmitteleuropa-Forschung (JECES) is a leading open access journal covering the history of Central and Eastern Europe. It is edited by an independent team of globally renowned experts in the field. The journal appears in print and online with open access. The original contributions published in the journal encompass history and culture of Poland, the Czech Republic, Slovakia, Hungary, Estonia, Latvia, Lithuania, Ukraine and Belarus as well as cutting edge methodological and conceptional approaches to Central and Eastern European history in general. JECES presents articles, research reports and book reviews in German and English on a quarterly basis. All submitted manuscripts are subjected to a double blind-peer review.

The Herder Institute in-house-publisher provides the journal’s authors with thorough editorial assistance in preparing accepted contributions for publication. It also ensures the high quality processing and optimization of graphics and images. Furthermore, the editorial office is available for advising on issues of text content and structure. JECES is thus an ideal, high profile forum for publication, especially for young scholars from Eastern and Central Europe.

JECES also offers guest editors the possibility of coordinating and publishing special issues that include approximately 4–6 articles related to a particular topic or theme. Further details are available here.


Peer Review Process

In a first step, every article submitted to JECES is thoroughly checked by the managing editor and/or the editors-in-chief. If the text meets the basic formal and substantive requirements of a scientific article, it is reviewed by two members of the editorial board by double-blind peer review. If the topic requires it, a reviewer who is not a member of the board can be consulted.

The review, which takes about two months to complete, is based on a form consisting of two sections: In the first section, the quality of the text (“Excellent,” “Very Good,” “Good,” “Acceptable,” “Poor”) as well as the required degree of revision (“None,” “Minor,” “Extensive” as well as “Abridgements,” “Additions,” “Re-examination after revision,” “Rejection”); in the second section, the actual text of the review follows. An article should have been rated at least “Good” in both reviews in order to be published in JECES. If the two reviews differ considerably, a third review will be commissioned.

The managing editor will inform the author about the result of the review. Any changes requested therein must be included in the revision by the author. If no clear result can be deduced from the expert opinions, the final decision lies with the two editors-in-chief after consultation with the managing editor.


Publication Frequency

JECES is published quarterly at the end of March, June, September and December. This publication schedule includes both regular and special thematic issues.


Publication Ethics and Publication Malpractice Statement

JECES is committed to ensuring ethics in publication and the high quality of the articles it features. Plagiarism in all its forms constitutes an unethical publishing behavior and is unacceptable.

An author must have had a major impact on the work in order for their name to appear on a journal. As the article’s creator or co-author, one accepts responsibility for its content.

Each author or co-author

  • must have made contribution via data collection, analysis, and/or interpretation.
  • must have written/revised the proposed article significantly.
  • must have agreed to the publication of the article.
  • must have reviewed and accepted the final version of the article.
  • must share accountability for any questions raised by the article’s content.

Authors must list any materials and literature they use in the footnotes and the bibliography. If reviewers or editors flag text passages during the review or editing process as incorrectly cited or verified, or otherwise in violation of the guidelines of good scientific practice, the author must correct the corresponding passages before publication. Willful or extensive violations will lead—after consultation between the managing editor and the editors-in-chief—to the rejection of the text concerned. If massive scholarly malpractice should come to light in a text that has already been published, this article will be removed from the archive at www.zfo-online.de.

If illustrations are used in an article, the responsibility for obtaining publication rights (print and online) lies with the author.

Open Access, Licensing

The articles and reviews published in JECES from vol. 68 (2019) onwards are freely available under the Creative Commons License BY-NC-ND. We do not charge authors any publication fees and encourage them to publish their contributions to JECES on scientific repositories and platforms. As a member of the Leibniz Association, the Herder Institute and its in-house publisher are committed to a policy of open access and actively fosters the emergence of a research culture on site that is open access friendly. The Herder Institute’s open access policy, to which JECES also adheres, is available for downloading here.


Distribution and Prices

Subscriptions to JECES (€60 annually, plus postage and shipping) as well as individual issues (€17) can be ordered either in bookstores or directly from the Herder Institute (vertrieb[at]herder-institut.de). We do not charge authors any fees for publication.

III. General Information on Data Processing

III.1 Scope of the processing of personal data

As a matter of principle, we collect and use personal data of our users only to the extent that this is necessary for the provision, optimization and security of a functional website as well as our contents and online services (e.g. ordering media for loan, use of databases, inquiries or orders of digital copies, etc.) of this internet offer.

The BSB processes personal data exclusively for the purpose for which the data was collected in each individual case. This is done in compliance with data protection regulations.

 

III.2 Legal Basis for Processing Personal Data

Insofar as we obtain the consent of the data subject for processing operations involving personal data, Article 6 (1) (a) of the EU General Data Protection Regulation (DSGVO) serves as the legal basis.

When processing personal data that is necessary for the performance of a contract to which the data subject is a party, Art. 6 (1) lit. b DSGVO serves as the legal basis. This also applies to processing operations that are necessary for the performance of pre-contractual measures.

Insofar as processing of personal data is necessary for compliance with a legal obligation to which the BSB is subject, Art. 6 (1) lit. c DSGVO shall apply.

 

If the processing of data by the BSB is necessary for the performance of a task in the public interest, the legal basis is Article 6 (1) (e) in conjunction with Article 4 of the Bavarian Data Protection Act (BayDSG) and Section 3 of the General Regulations for the Use of Bavarian State Libraries (ABOB).

 

III.3 Data Deletion and Storage Period

The personal data of the subject shall be deleted or blocked as soon as the purpose of storage ceases to apply. Storage may also take place if this has been provided for by the European or national legislator in Union regulations, laws or other provisions to which the responsible party is subject. Data will also be blocked or deleted if a storage period prescribed by the aforementioned standards expires, unless there is a need for further storage of the data for the conclusion or performance of a contract.

 

IV. Provision of the Website and Creation of Log Files

IV.1 Description and scope of data processing

Each time our website is accessed, we automatically record the following data and information:

Information about the type of browser and the version used.

The operating system of the user.

The IP address of the user.

Date and time of access.

If applicable, URL from which the file was requested/the desired function was initiated.

Access method/function requested by the requesting computer.

Input values transmitted by the requesting computer (e.g. file name).

Name of the requested file.

Amount of data transferred.

Access status of the web server (file transferred, file not found, command not executed, etc.).

 

IV.2 Legal Basis for Data Processing

The legal basis for the temporary storage of the data and the log files is Art. 6 para. 1 lit. e DSGVO.

 

IV.3 Purpose of Data Processing

The temporary storage of the IP address by the system is necessary to enable delivery of the website to the user’s computer. For this purpose, the IP address of the user must remain stored for the duration of the session. The storage in log files is done by default to ensure the functionality of the website.

The storage of IP addresses in log files also serves to ensure the security of our information technology systems and to optimize the website. The log files are evaluated automatically in order to detect attacks on the web servers and to be able to react accordingly. In individual cases, such as in the case of error messages, errors or security incidents, a manual analysis is carried out.

Furthermore, the temporarily stored data is used to create website statistics. After the statistics have been created, IP addresses are anonymized within the statistics software, so that it is not possible to assign or evaluate the statistics to a user.

The data is not stored together with other personal data of the user. The data is also not evaluated or passed on for marketing purposes.

 

IV.4 Duration of Storage

The data in the log files are deleted as soon as they are no longer required to achieve the purpose for which they were collected. Anonymization takes place after seven days at the latest—it is then no longer possible to assign the data to a user. This data is not stored together with other personal data of the user.

 

IV.5 Possibility of Objection and Removal

The collection of data for the provision of the website and the storage of the data in log files are necessary for the secure operation of the website. Consequently, there is no possibility for the user to object.

 

V. Use of Cookies

V.1 Description and scope of data processing

This website uses cookies. Cookies are text files that are stored in the Internet browser or by the Internet browser on the user's computer system. When a user calls up a website, a cookie may be stored on the operating system of the user’s computer.

Session cookies: We use technically necessary cookies to make our website more user-friendly. Some elements of our offer require that the calling browser can be identified even after a page change. You can deactivate these cookies at any time by changing your browser settings. However, if you reject these cookies, you may experience problems in using the website (cf. IV.).

Cookie for the integration of YouTube: On our website, content from YouTube is integrated with the help of inline frames (iframes) after the user has given their consent. Before content from external providers can be integrated and data can be collected by them, the consent of the visitor to the website is required. For this purpose, the inline frame must first be activated. An activation dialog is clearly visible above the inline frame. Activation sets a cookie so that this is retained for subsequent visits. Consent can be revoked for subsequent website visits via the settings menu of the video plugin. Please also compare the explanations under VIII. of this data protection declaration.

In general, we do not merge the data collected by cookies with data from other data sources or pass them on to third parties.

 

V.2 Legal Basis for Data Processing

The legal basis for the processing of personal data using technically necessary cookies is Art. 6 (1) lit. e DSGVO.

 

V.3 Purpose of Data Processing

The purpose of using technically necessary cookies is to simplify the use of websites for users. Some functions of our website cannot be offered without the use of cookies. For these, it is necessary that the browser is recognized even after a page change. The user data collected through technically necessary cookies are not used to create user profiles.

 

V.4 Duration of Storage, Objection and Removal Options

Cookies are stored on the user’s computer and read by the browser that transmits data to our site. Therefore, the user has complete control over the use of cookies. By changing the settings in the internet browser, you as a user can disable or restrict the transmission of cookies. Cookies that have already been stored can be deleted at any time. This can also be done automatically. If cookies are deactivated for this website, it may no longer be possible to use all functions of the website to their full extent.

 

VI. Contact Form and E-mail Contact

VI.1 Description and Scope of Data Processing

There are contact forms on our website that can be used for electronic contact. This is the case, for example, with the online information service, the notification of acquisition requests, and the notification of digitization requests, e.g., with the requested book service within the scope of the subject information services. If a user makes use of this option, the data entered in the input mask is transmitted to us and stored.

The specification of a valid e-mail address is required so that we can answer the inquiry. Further information can be provided voluntarily or is required in order to clarify and answer the inquiry.

For the processing of the data, your consent is obtained during the sending process and reference is made to this privacy policy.

Alternatively, it is possible to contact us via an e-mail address provided on the website. In this case, the personal data of the user transmitted with the e-mail will be stored.

In this context, the data will not be passed on to third parties. Instead, the data will be used exclusively for processing the conversation.

 

VI.2 Legal Basis for Data Processing

The legal basis for the processing of data is Art. 6 (1) lit. a DSGVO if the user has given his or her consent.

The legal basis for the processing of data transmitted in the course of sending an e-mail is Art. 6 (1) lit. e DSGVO.

 

VI.3 Purpose of Data Processing

The processing of the personal data from the input mask sent to us serves us solely to process the contact. In the case of contact by e-mail, this also constitutes the necessary legitimate interest in processing the data.

The other personal data processed during the sending process (cf. IV. Log files) are used to prevent misuse of the contact form and to ensure the security of our information technology systems.

 

VI.4 Duration of Storage

The data is deleted as soon as it is no longer required to achieve the purpose for which it was collected. For the personal data from the input mask of the contact form and those sent by e-mail, this is the case when the respective conversation with the user has ended. The conversation is ended when the circumstances indicate that the matter in question has been conclusively clarified.

The additional personal data collected during the sending process will be deleted after a period of seven days at the latest.

 

VI.5 Possibility of Objection and Removal

The user has the option to revoke his or her consent to the processing of personal data at any time. If the user contacts us by e-mail, he or she can object to the storage of his or her personal data at any time by sending an e-mail in the same way. In such a case, the conversation cannot be continued.

All personal data stored in the course of contacting us will be deleted in this case.

 

VII. Data Security

The data from our online forms are transmitted in encrypted form in accordance with the current model. If you still do not want an online transmission, you can also choose the postal way to request these services. Contact us.

 

VIII. Technical Implementation

The web servers of the Bavarian State Library are operated by the Leibniz Supercomputing Center (LRZ), Boltzmannstrasse 1, 85748 Garching near Munich by way of order processing. Your personal data will therefore be passed on to the LRZ for processing for this purpose.

 

IX. Rights of the Data Subject

If personal data of yours is processed, you are a data subject or data subject within the meaning of the GDPR and you have the following rights vis-à-vis the controller:

You have the right to receive information about the data stored about you (Art. 15 DSGVO).

If incorrect personal data is processed, you have the right to rectification (Art. 16 DSGVO).

If the legal requirements are met, you may request erasure or restriction of processing as well as object to processing (Art. 17, 18 and 21 DSGVO).

If you have consented to the data processing or if a contract for data processing exists and the data processing is carried out with the help of automated procedures, you may have a right to data portability (Art. 20 DSGVO).

If you make use of your above-mentioned rights, the public body, i.e. the Bavarian State Library, will check whether the legal requirements for these are met.
